My name’s Arthur, I come from France and I am a Rotary Global Scholar for Peace, Conflict Prevention and Resolution at the University of Oxford, as a doctoral researcher in cyber security. My current topics are escalation and de-escalation dynamics in cyber conflict, and cyber defence policies. I briefly worked on related issues for various institutions in France and Switzerland, and I am now supported by the Engineering and Physical Sciences Research Council of the United Kingdom. I also provide pro-bono advice to local and national businesses, as a strategic research consultant for the University of Oxford.
Over the past six years I studied in Montréal (BSc), Seoul, London (MA) and The Hague (LLM), where I gradually focused my interest and efforts on issues of international peace and security. Some of my major pieces of research tackled autonomous weapons’ compliance with humanitarian law, as well as the right to privacy in smart-cities. Outside of academia, I had the chance to volunteer for War Child UK and the United Nations Environment Programme in South Korea.
I am immensely grateful for the kind support of the Rotary Foundation and its clubs and districts on both sides of the Channel. I hope to forge lifelong friendships with my fellow scholars and to pursue the development of strong ties between Rotary and Oxford.
